Abstract

In 1984, the Principality of Monaco decided to build a facility suitable for business tourism on a multipurpose site that could also be used to host art exhibitions, concerts, ballets, operas, etc. An international design competition was won by one of Monaco's youngest architects at the time, Henry Notari. In 1992, work began on the "tanking substructure" of a project comprising exhibition halls, an opera house, a museum, and facilities for permanently housing the Monte Carlo Ballet and Symphony Orchestra. In 1994, the death of Henry Notari and a change in government led the State to postpone work for a year and to rethink the programme. In order to maintain the outward appearance that the architectural design has proposed, further studies retaining this solution were entrusted to two of Monaco's youngest architects, Fabrice Notari and Frédéric Genin.
